Unusable Property

This office makes every effort to identify properties which cannot be used; however, given the numerous regulatory agencies and over 85,000 unimproved parcels of real property to evaluate annually, we must rely on your help in identifying and documenting such cases.

If you own property which has been denied a permit to be developed for its permitted usage, pursuant to existing zoning and land use regulations, please contact this office, either by using the "Contact Us" feature of the website or by telephone, and provide the documentation of such denial.

Properties having use restrictions and circumstances which cause them to be unmarketable or have significantly reduced value will be evaluated with respect to the market value established for tax purposes.  Documentation from the governmental agency(s) making such determinations must be provided.  For example, contaminated properties will receive a value reduction based upon the cost to cure the problem if such expenses must be borne by the property owner.

Properties having environmentally significant areas which must be preserved in their natural state or mitigated in order to be used, will be eligible for value reduction based upon the extent of impact on utilization or the cost to cure the problem through mitigation if known.

If your property is affected by a moratorium on development and cannot be used on January 1, the legal date of assessment each year, the property valuation will be reduced based upon the length of time during the year that the property was usable.
