
County Charter Needs Teeth

Brevard County Property Appraiser Jim Ford has asked the Brevard County Legislative Delegation to amend the state statutes to require all county charters to contain penalty provisions to better ensure enforcement of the charter requirements. Ford said the issue came to light recently when the County violated a Charter provision by publishing a totally misleading and erroneous advertisement required by the Charter. The advertisement had been proposed by Ford to the Charter Review Commission and was overwhelmingly approved by voters in 2004. According to Ford, it was supposed to give taxpayers a true picture of the total increase in property tax revenue the County was proposing to collect for 2005, compared to the prior year budget.
Ford said the Charter is only a "paper tiger" without enforcement provisions and the County electors have nothing more than a "feel good" assortment of public policy statements as things now stand.
